Position Summary

This position is responsible for creating, producing, and managing high-quality multimedia content to support the mission, goals and public outreach efforts of the St. Louis Metropolitan Police Department. This role enhances social media, digital platforms, public communication, community engagement, and organizational transparency through multimedia storytelling. Work includes planning, producing, filming, photographing, editing, designing, publishing, and distributing compelling content across multiple communication platforms, including social media, websites, presentations, podcasts, live video streams, and internal communication channels. This position will also work on special projects and assignments as directed. Work is performed under general supervision with considerable independence and initiative.


FUNCTIONS OF THE JOB

Essential Functions

  • Develops and produces professional-quality videos, photography, graphics, animations, podcasts, and other multimedia products supporting organizational communications and public information initiatives.
  • Plans and captures video and photographic content at crime prevention events, community meetings, public safety operations, press conferences, ceremonies, training exercises, recruiting events, and other departmental activities.
  • Edits video productions using professional editing software for distribution across television, web, social media, and internal communication platforms.
  • Creates graphics, infographics, digital presentations, motion graphics, and visual messaging that communicate complex public safety information in an understandable manner.
  • Develops proactive multimedia campaigns highlighting department initiatives, crime prevention messaging, officer accomplishments, recruiting efforts, community engagement activities, and strategic priorities.
  • Produces and coordinates live-stream video broadcasts of public meetings, press conferences, community events, and other official functions.
  • Produces and edits audio productions, including podcasts and other digital storytelling projects.
  • Ensures all multimedia products comply with federal accessibility standards, including Americans with Disabilities Act (ADA) digital accessibility requirements by preparing captions, transcripts, alternative text, accessible graphics, and other accessible communication formats.
  • Maintains multimedia equipment including cameras, lighting, microphones, streaming equipment, editing workstations, and related technology.
  • Coordinates multimedia projects from concept through completion, including scripting, storyboarding, filming, editing, publishing, and archiving digital assets.
  • Collaborates with department leadership, public information staff, sworn personnel, professional staff employees, and community partners to identify and develop visual storytelling opportunities.
  • Maintains consistency with departmental branding, messaging standards, and communication objectives.
  • Responds to emergency incidents and significant public safety events to document activities and assist with timely public communication when assigned.
  • Maintains organized digital asset libraries, photographs, video archives, and multimedia records.
  • Must have strong organizational skills.
  • Must have strong communication skills.
  • Must possess knowledge and proficiency on common social media platforms to include content creation and operating analytic metrics.
  • Must be able to complete pre and post video production steps without assistance.
  • Maintain reliable and predictable attendance. May be required to work flexible hours, to include nights and weekends, and on short notice.
  • Perform other duties as assigned.

Qualification Requirements:

  • Must possess and maintain a valid drivers license
  • Position requires on-call rotation and willing to work after-hours, weekends and holidays as needed.

Knowledge, Skills, and Abilities:

  • Graduation from an accredited college or university with a Bachelor’s degree in Communications, Journalism, Multimedia Production, Digital Media, Marketing, Public Relations, Graphic Design, Broadcasting, Film Production, or a closely related field

Experience:

  • Two years of experience producing professional multimedia content; or an equivalent combination of education and experience.

Skills and Abilities:

  • Knowledge of principles and practices of digital storytelling, multimedia production, and visual communications.
  • Knowledge of professional photography, videography, lighting, audio recording, composition, and editing techniques.
  • Knowledge of social media platforms, digital communication strategies, and audience engagement practices.
  • Knowledge of accessibility standards applicable to digital communications, including ADA compliance and closed captioning requirements.
  • Knowledge of branding, visual design, and effective communication principles.
  • Ability to plan, organize, and execute multimedia projects with minimal supervision.
  • Working knowledge of Microsoft Outlook, Teams, Word, Excel, and Powerpoint.
  • Ability to operate an iPhone, iPad and navigate iOS Systems.
  • Ability to communicate complex public safety information through compelling visual content.
  • Ability to establish and maintain effective working relationships with department personnel, media representatives, government agencies, and community organizations.
  • Ability to prioritize multiple assignments while meeting deadlines in a fast-paced environment.
  • Ability to operate professional photography, video, audio, lighting, and streaming equipment.
  • Ability to exercise sound judgment while working around confidential, sensitive, or critical public safety information.
  • Experience using Adobe Premiere Pro or comparable professional video editing software.
  • Experience using Adobe Creative Cloud applications.
  • Experience using Canva or similar graphic design platforms.
  • Experience operating DSLR or mirrorless camera systems and professional audio equipment.
  • Experience creating content for Facebook, Instagram, X, YouTube, LinkedIn, and emerging digital platforms.
  • Experience developing ADA-complaint digital communications, including captioning, transcripts, and accessible visual content.

Working Environment:

  • Position requires standing, walking, lifting and carrying photography and video equipment.
  • Work involves occasional heavy lifting and frequent light lifting.
  • Position requires operating computers and multimedia equipment in various locations and conditions.
  • Position may require employee to work outdoors in varying weather conditions.
  • Work may involve responding to emergency incidents.

PHYSICAL/VISUAL ACTIVITIES OR DEMANDS

While performing the duties of this job, the employee is regularly required to sit, reach, grasp, talk, and hear.

This position requires clarity of vision at 20 inches or less and the ability to bring objects into sharp focus, while reading from a computer screen.

The job has light physical demand (primarily sedentary) requiring the employee to exert negligible force frequently to lift, carry, push, pull or otherwise move objects in the normal course of routine office activities.
